The worldwide demand for electricity continues to grow and more energy than ever is consumed in the form of electricity. The U.S. Department of Energy predicts that worldwide electricity consumption will double from 2004 to 2030. Much of the growth in demand is fueled by rapid growth in the use of electronic devices incorporating semiconductors that are used today in large consumer markets such as automobiles, cell phones, computers of all types, telecommunications networks, and many manufacturing industries that incorporate sensitive equipment needed in the manufacturing process. In the United States and around the World, a "new economy" based on electronic commerce is being born. But as blackouts and power price spikes become more common, it is becoming clear that the power transmission and distribution networks that provide the lifeblood of this economy have not been maintained, expanded or improved to keep pace with rising power demands.
Investment in the power delivery networks - the grid - has not kept pace with the rise in electrical demand. Barriers to grid investment in the form of ineffective regulatory policies and power market pricing strategies are beginning to be addressed. The recent National Transmission Grid Study and the Federal Energy Regulatory Commission's Standard Market Design (SMD) are two examples of new forward-thinking approaches about how to structure power markets and the technologies that should be supported to increase the security and reliability of the grid.
